Project Development & Delivery Manager

Amsterdam
Full-time
Permanent employee

The role

We are seeking a Project Development & Delivery Manager to lead the development and realization of Ore Energy's first commercial projects. This role sits at the intersection of project development, technical coordination, and execution - with responsibility for translating signed commercial agreements into real, deliverable projects.

You will work closely with utilities, developers, EPCs, and large energy users to advance projects from signed agreement through to ready-to-build status and into realization. As a first priority, you will take ownership of Ore Energy's first signed projects with leading energy companies - bringing immediate responsibility and real commercial stakes from day one.

Acting as the primary interface during the project development and delivery phases, you will coordinate internal and external stakeholders to define project scope, structure delivery models, and ensure alignment across technical, commercial, and regulatory dimensions. This role is part of the commercial department, reporting directly to the CCO, and sits at the heart of how Ore Energy converts commercial success into operational reality.

As Ore Energy scales its project portfolio, you will work together with the team to build the processes and ways of working that underpin our project development and delivery function - while simultaneously driving live projects forward with real commercial partners. The ability to create structure in a dynamic environment and deliver at the same time is essential to succeeding in this role.

Key responsibilities

  • Own the full project development and delivery lifecycle for signed contracts - from initial scope definition and permitting through to EPC contract execution and construction oversight

  • Translate commercial agreements into clear project scope, including roles, responsibilities, and delivery models (e.g. EPC, partner-led, hybrid)

  • Coordinate with customers, EPCs, developers, and advisors to structure and progress projects

  • Take full ownership of the permitting process - coordinating permitting consultants, required studies (environmental, fire, noise, flora & fauna), and submissions to competent authorities through to securing irrevocable permits

  • Coordinate the delivery of technical design workstreams - including conceptual design, technical specifications, electrical diagrams, and site layout - working with internal technical teams and external specialists

  • Represent Ore Energy in joint project governance structures with partner organisations, including steering group and project group meetings

  • Act as the primary interface between external partners and internal teams (product, R&D, finance), ensuring alignment on project requirements and feasibility

  • Identify and manage key risks, dependencies, and bottlenecks throughout the project development and delivery process

  • Build standard approaches for project structuring, contracting, and delivery - establishing the foundations for how Ore Energy manages projects as the portfolio grows

  • Support final contract structuring and negotiation in collaboration with the commercial team

Your profile

  • 5+ years of experience in the energy sector, ideally in project development, infrastructure, EPC, or related fields

  • Experience developing and structuring complex projects involving multiple stakeholders across technical, commercial, and regulatory workstreams

  • Hands-on experience with Dutch permitting processes - including coordinating environmental studies, managing consultation with competent authorities, and driving permit applications through to irrevocable status

  • Comfortable operating at the interface of commercial, technical, and regulatory topics - able to translate complexity into clear actions and decisions

  • Proven ability to operate independently in dynamic environments, helping to build process and ways of working while simultaneously delivering on live projects

  • Strong stakeholder management skills, with the ability to align internal teams and external partners across different organisations and interests

  • Excellent communication skills in both Dutch and English, required for permitting processes and coordination with Dutch DSOs and authorities

  • Proactive, structured, and hands-on working style - you get things done without waiting for perfect conditions

  • Bachelor's or Master's degree in a relevant field (e.g. engineering, energy systems, business, or related)
